Item 4 - VISITORS/ACKNOWLEDGEMENT OF PUBLIC COMMENT CARDS
Visitors may address the Council on any topic that is not already scheduled for Public
Hearing. Speakers should complete a Public Comment Card and present it to the City
Secretary before the meeting. Speakers are limited to 3 minutes. Comments should be
directed to the Mayor and City Council. The Texas Open Meetings Act prohibits the City
Council from discussing or taking action on items that are not posted on the agenda. The
Mayor or City Manager may provide specific factual information, recite an existing policy, or
schedule the item for discussion on a future agenda in response to the public comments.

Consent Agenda - All items listed under the Consent Agenda are considered to be routine by the City Council
and will be enacted by one motion with no individual consideration. If individual
consideration of an item is requested, it will be removed from the Consent Agenda and
discussed separately.
A. CONSIDER ADOPTION OF THE FOLLOWING ORDINANCES:
1. ORDINANCE NO. 4441, AMENDING THE COMPREHENSIVE ZONING
ORDINANCE AND ZONING MAP TO GRANT A CHANGE IN ZONING BY
GRANTING A SPECIAL PERMIT WITH SPECIAL CONDTIONS FOR A SMOKING
ESTABLISHMENT FOR AN OUTDOOR PATIO IN CONJUNCTION WITH A
RESTAURANT ON 1.04 ACRES LOCATED AT THE NORTHEAST CORNER OF
ABRAMS ROAD AND E. BUCKINGHAM ROAD, RICHARDSON, TEXAS, ZONED
“R” RETAIL.
2. ORDINANCE NO. 4442, AMENDING THE COMPREHENSIVE ZONING
ORDINANCE AND ZONING MAP SO AS TO AMEND AND RESTATE ORDINANCE
NO. 4406, TO MODIFY THE DEVELOPMENT STANDARDS OF THE MAIN
STREET/CENTRAL EXPRESSWAY FORM BASED CODE ON 3.7801 ACRES OF
LAND LOCATED AT THE SOUTHEAST CORNER OF S. SHERMAN STREET AND
W. SPRING VALLEY ROAD ZONED PLANNED DEVELOPMENT MAIN STREET/
CENTRAL EXPRESSWAY (CREATIVE CORPORATE SUB—DISTRICT).
3. ORDINANCE NO. 4443, AMENDING CHAPTER 12 OF THE CODE OF
ORDINANCES BY ADDING AN ARTICLE IX, “POSSESSION OF CATALYTIC
CONVERTERS”; PROHIBITING THE PURCHASE OF USED CATALYTIC
CONVERTERS AND PROVIDING FOR EXCEPTIONS.
B. CONSIDER THE FOLLOWING RESOLUTIONS:
1. RESOLUTION NO. 22-27, REGARDING ITS REVIEW OF CHAPTER 2
“ADMINISTRATION,” ARTICLE I “CODE OF ETHICS” OF THE RICHARDSON
CODE OF ORDINANCES.
2. RESOLUTION NO. 22-28, APPROVING THE TERMS AND CONDITIONS
OF A SITE SPECIFIC SHUTTLE FUNDING AGREEMENT BETWEEN THE CITY
OF RICHARDSON, TEXAS AND DALLAS AREA RAPID TRANSIT FOR BUS
SHUTTLE SERVICES IN THE GALATYN SHUTTLE SERVICE AREA AND
AUTHORIZING ITS EXECUTION BY THE CITY MANAGER, OR DESIGNEE.
3. RESOLUTION NO. 22-29, FINDING THAT ONCOR ELECTRIC DELIVERY
COMPANY LLC’S (“ONCOR” OR “COMPANY”) APPLICATION TO CHANGE
RATES WITHIN THE CITY SHOULD BE DENIED; FINDING THAT THE CITY’S
REASONABLE RATE CASE EXPENSES SHALL BE REIMBURSED BY THE
COMPANY; FINDING THAT THE MEETING AT WHICH THIS RESOLUTION IS
PASSED IS OPEN TO THE PUBLIC AS REQUIRED BY LAW; REQUIRING
NOTICE OF THIS RESOLUTION TO THE COMPANY AND LEGAL COUNSEL.
C. CONSIDER AWARD OF BID #08-23 – WE REQUEST AUTHORIZATION TO
ISSUE A PURCHASE ORDER TO LENCO ARMORED VEHICLES FOR THE
COOPERATIVE PURCHASE OF ARMORED RESCUE VEHICLE FOR THE
POLICE DEPARTMENT THROUGH GENERAL SERVICES ADMINISTRATION
(“GSA”) CONTRACT #GS-07F-169DA IN THE AMOUNT OF $290,816.

expressions of thanks, congratulations, or condolence; information regarding holiday
schedules; an honorary or salutary recognition of a public official, public employee, or other
citizen; a reminder about an upcoming event organized or sponsored by the City of
Richardson; information regarding a social, ceremonial, or community event organized or
sponsored by an entity other than the City of Richardson that was attended or is scheduled
to be attended by a member of the City Council or an official or employee of the City of
Richardson; and announcements involving an imminent threat to the public health and
safety of people in the City of Richardson that has arisen after posting the agenda.
