Item A - VISITORS/ACKNOWLEDGEMENT OF PUBLIC COMMENT CARDS
Visitors may address the Council on any topic that is not already scheduled for Public
Hearing. Speakers should complete a Public Comment Card and present it to the City
Secretary before the meeting. Speakers are limited to 3 minutes. Comments should be
directed to the Mayor and City Council. The Texas Open Meetings Act prohibits the City
Council from discussing or taking action on items that are not posted on the agenda. The
Mayor or City Manager may provide specific factual information, recite an existing policy, or
schedule the item for discussion on a future agenda in response to the public comments.

The City Council will have an opportunity to address items of community interest, including:
expressions of thanks, congratulations, or condolence; information regarding holiday
schedules; an honorary or salutary recognition of a public official, public employee, or other
citizen; a reminder about an upcoming event organized or sponsored by the City of
Richardson; information regarding a social, ceremonial, or community event organized or
sponsored by an entity other than the City of Richardson that was attended or is scheduled
to be attended by a member of the City Council or an official or employee of the City of
Richardson; and announcements involving an imminent threat to the public health and
safety of people in the City of Richardson that has arisen after posting the agenda.

Consent Agenda - CONSENT AGENDA:
All items listed under the Consent Agenda are considered to be routine by the City Council
and will be enacted by one motion with no individual consideration. If individual
consideration of an item is requested, it will be removed from the Consent Agenda and
discussed separately.
A. CONSIDER RESOLUTION NO. 22-21, APPROVING THE TERMS AND
CONDITIONS OF AN INTERLOCAL COOPERATION AGREEMENT BETWEEN
THE CITY OF RICHARDSON AND DALLAS COUNTY, TO JOIN THE DALLAS
AREA HOUSEHOLD HAZARDOUS WASTE NETWORK TO COORDINATE THE
PLANNING AND IMPLEMENTATION OF A HAZARDOUS WASTE COLLECTION
PROGRAM, AS MORE SPECIFICALLY DESCRIBED IN EXHIBIT “A”; AND
AUTHORIZING ITS EXECUTION BY THE CITY MANAGER, OR DESIGNEE.

2. BID #95-22 – WE REQUEST AUTHORIZATION TO ISSUE A PURCHASE
ORDER FOR THE COOPERATIVE PURCHASE OF EIGHT (8) TRAFFIC SIGNAL
CABINETS AND BATTERY BACKUP SYSTEM ($173,608) TO CONSOLIDATED
TRAFFIC CONTROLS, INC. THROUGH HOUSTON-GALVESTON AREA COUNCIL
OF GOVERNMENTS (“HGAC”) CONTRACT # PE05-21 AND EIGHT (8)
TRAFFIC CONTROLLER TO TEXAS HIGHWAY PRODUCTS, LTD ($22,880)
THROUGH THE LOCAL GOVERNMENT PURCHASING COOPERATIVE

• Regarding Public Facility Corporations

Council will reconvene into open session, and take action, if any, on matters discussed in
Executive Session.
